Can any one tell me what grants are available for existing therapeutic riding and equine assisted therapy programs?
There are several but much depends on what you want a grant for.
Right now I am working on a research grant for 2009 through Horses and Human Foundation. But there are so many! I would suggest a search of national sites serving those with special needs like the Doug Flutie and Christopher Reed foundations and others.
I second contacting NARHA. What grants/funding the program receives also depends on certification and such.

Christopher Reed as in the 08 Republican congressional nominee? Or do you mean Christopher Reeves like in Superman, who fell from his horse?
