Yup. But IIRC, it was during a private gathering, filmed by the PETA plant, where it was inferred that he and Gary Stevens (?) were recounting their QH days.
Not saying that makes it okay, but the QH industry had a lot of tracks that weren’t regulated by much of anyone back in the day.
