I know nothing about the Amish in Mississippi, but in PA they frequently have motorised equipment for work. They don’t do cars, but do have diesel tractors. The tractors usually have steel wheels, as pneumatic tires might make them too comfortable and it would be tempting to use them as a car.
They also often have propane or diesel powered machinery to earn an income, but no electric or gas lines. Sometimes they will use phones for work, but not in the house. Different church districts have made different decisions over the years.
You have to keep in mind that religious rules don’t have to make logical sense (especially to outsiders) but theirs are often made with work ethic and family life in mind. They are more pragmatic about technology for work and earning an income as long as it does not make people lazy, but very traditional in family and household life.
I’ve no idea if boat guy is cheating, or if like tractors a gas outboard is OK when it helps feed the family.
The Amish near us use motors all the time. They use a motor on hay balers and bale their hay into little square bales. They hauled the hay to the baler. They can also use cell phones because they are battery operated. They use gas motors to pump water into a holding tank in the attic of their house and have running water but no plumbing. They can ride in a car but not own (?) one (but I have actually seen some driving).

The ones I know can use motorized equipment for business purposes. So the Bobcat to clean out the income-generating barn is OK. But to mow the front yard, they use a pony-drawn mower.
Electricity is OK if they are off the grid…or the wires are run underground where no one can see them. I board in an Amish barn with auto-waters powered by a battery bank that looks like it came off a submarine, that is charged by solar panels on the roof. Diesel generators are ok.
That motor looks…special. I do see oars.
