Trying to be cautious of the advertising rules here, but I think I have a pair of boots that might work for you. The Ego7 Aries is in stock in my store in a 39 L/+1 which is a 15" - 16" calf, and a 19" height.
If you think the shorter heights (18.5 or 17.5) would be better, holler and I will check what Ego7 has in the warehouse!
