The California Horse Racing Board has cited Dan Blacker for violations. There seems to be some discrepancy about what is going on here.
You might do well to have included this article so we would know what you’re referring to.
Interestingly he only has 3 rulings on OwnerView. All for non-events. Not that much excitement in them.

It seems like a whole lot of nothing at this point. Just another sign that horse racing needs a single governing body.
The comparison of Blacker and Baltas is nonsensical.
