Epm, Lyme and Anaplasmosis can also make a horse hypersensitive to touch. My current mare has had all 3 over the last couple years. She was never neurological. Seriously aimed kicks at the chiropractor even when sedated. Was better with firm touch, but don’t even try to curry her. Her left side was worse than her right which is what made me pursue physical issue instead of behavioral.

The horse’s owner is/was pregnant, not the mare.

Well this made me laugh!!! I read the sentence in the original post as “She (the owner) found out she (the mare) was pregnant shortly after . . .”
