I do not normally ever go there, but I just tried and I was not able to get in either.
So it is not you or your computer…unless it is also me and/or my computer too.
Two hours from the original post and it’s not working for me either. I tried multiple browsers (Chrome and Edge) as well.
I texted my contact at USDF - USDF website and phones have been down since yesterday - they are working on resolving the issue.

Maybe they were caught in the AT&T outage

It is currently “disconnected” at the infrastructure level, so there is nothing to connect to at this time, hence the unresponsive website.
USDF website and phone system are back up again!
