USEF horse recording # needed for modified?

I know this is basically a “read the rulebook” question but I’m struggling to find it.
I don’t think any of the circumstances below covers a USEA event, but if anyone could point me to clearer documentation I would appreciate the help.
Thanks!

USEF says https://www.usef.org/faqs/horse-recordingid:

1. Does my horse have to be recorded?

Horses must be recorded in order to:

To be eligible for USEF Awards and Championship programs (GR1111).

To be eligible to compete in a USEF Computer Ranking List class (GR1102.2).

To be eligible to compete in USEF/USDF qualifying and championship classes and USEF National Championships for Dressage (DR127).

To Aquire an FEI Passport or National Passport and FEI Registration Number (GR1103-1104).

No, you don’t need a horse recording through USEF to compete. Your horse is automatically assigned a USEF number anyway for results purposes. If you wish to be on the USEF leaderboard for points, you will need to be (although I am not sure they have a leaderboard for eventing, but maybe you compete in other disciplines)

Your horse does however need a FULL USEA recording to compete at modified

Hopefully this document helps! https://useventing.com/resources/documents/Membership-and-Horse-Registration-Requirements-2021.pdf

Thank you!! Yes, that’s exactly what I needed.

I submitted his USEF number (the automatically assigned one, non recording) and the secretary asked for documentation that it was current, which I assume refers to a recording number, since those are annual or lifetime.

He ran P a couple years ago on this level of registration (USEA full, USEF free) but I wasn’t sure if the rules had changed with the reclassification of modified. Thank you!
