I am looking at a horse who is advertised as a Weser-EMS. I hadn’t heard of the that breed/registry. Is it the same as saying a North American Oldenburg or is it something different?
Weser Em is the GOV riding pony division. It doesn’t have anything to do with a North American division.
It is the Weser-ems is the German Riding Pony. It is different because it is a different book. GOV does inspect for breeding approvals as Weser-ems

If my understanding is correct, it is a German warmblood pony registry which does its inspection with GOV in the United States.
The horse in question is 15 2 H and both the sire and dam were 15 H or above. How does that work other than the horse is not eligible for pony divisions?
Because once pony blood is introduced, all who follow are weser ems, not GOV, regardless of height.
You have to look at where the lines are approved for breeding.
Han mare + Weser stallion = full registry with Weser. They do not look at “pony” as being the strict 14.2 and below. These are just pony through small horse for the most part.
I had an German imported 15.2 mare that went into the Weser-ems Main Mare Book. Same mare went into the GOV mare book.
This mare was bred to a Welsh stallion 2x and resulting foals were put into Weser-ems registry.
Han mare + Weser stallion = full registry with Weser.
