“Dobbins” is in a AA show. Dobbins shows in the 3’ USHJA division (which, I believe is an unrated division (?) but held at the AA show nonetheless). Has Dobbins’ green just been broken?

Yes, I believe so. What hoopoe posted was exactly from the USEF rule book. It doesn’t matter if the division is rated, only that the show is. You can read all about it in section HU 131.
