I heard someone say it in reference to eventing today, and stupidly didn’t ask… I don’t even but I was just curious, since I was googling and couldn’t find much. What does that level entail?
I’ve never heard it used as a name for a level. If you’re in the US it’s probably a local/ regional name for a level below the lowest recognized level, Beginner Novice, which jumps 2’7/ 0.80m.

I don’t think it’s a division. It could be pre competition. There are rules in place “before the event begins”
EX:RESTRICTIONS ON SCHOOLING HORSES. a. It is forbidden, under penalty of disqualification, for anyone other than the competitor who will ride the horse in the competition to school the horse during the competition. This period of restriction begins at 3:00 pm of the day prior to the start of the entire competition. b. A groom, while mounted, is permitted only to walk the horse or to trot it from one place to another. A groom may also work the horse in hand or on the lunge. c. Riding close to Cross-Country obstacles, or riding in the Dressage or Jumping arenas prior to the actual competition is forbidden, unless specifically authorized by the Ground Jury, under penalty of disqualification. This restriction is specifically intended to prevent competitors from gaining an unfair advantage from schooling or showing the obstacle(s) to their horses prior to the competition.
Edit to add all of the pre-comp rules are semi buried in the document. I’m thinking of others - Horse must wear # when out of the stall, no walking the xc course before it is officially opened, lunging, or riding, with side reins, no riding in closed arenas …. it would be helpful if these rules were all in one place.
I didn’t hear it until I moved out west, its the unrecognized division many events have below BN here. The name seems to vary depending on where you are.
Are you referring to Starter, Intro, Green as Grass, Tadpole, Amoeba ……

You are working with an old version of the rules. The current rules read

What the rule says is
EV115 Side reins are
permitted only while lunging an unmounted horse, as are running reins and chambons. Other martingales, any
form of gadget (such as a bearing, running or balancing reins, etc.) and any form of blinkers, are forbidden, under
penalty of disqualification.
Thanks for looking that up for me! I don’t think I have ever lunged with side reins on a competition ground, but wouldn’t even think twice in regards to rules if I decided to do so.

To the OP. In what context was the pre-comp term used? I still don’t know what you are asking about.
Yeah, but it’s now 2020. The USEF rulebook, including eventing rules were updated Dec 2019 for the 2020 season and are available at the USEF website.
