In the Holsteiner world , approved is prior to being licensed. They must do thier stallion performance before being licensed.

Licensed comes normally first, approved by other registries after that. For your special case - a particular stallion- call the two registries and ask for that stallion. Some registries just approve - others only when the stallion was presented to them.

According to the website, Hann is an Erkend studbook, and his foals would be eligible for Reg A papers and thus full future potential at keurings, etc. The KWPN-NA office can confirm the facts easily enough.
the licensing process is the indivdual process each verband offers usually age 2 1/2.
within the verband those licensed young stallions are afterwards eligible to breed for the next year, these foals will recieve pink papers.
in order to maintain the APPROVAL to breed, licensed stallions are required to deliver completed SPT (30dt plus 70 dt follwing year) or bucha nomination (age 3-4) or qualification (age 5-6) in further years.
if they fail, they are still licensed but not approved anymore, later foals are not eligible for pink papers until SPT or sport record is completed.
addtl licensing or approval by other verbands are subject to further presentation at the other verband (late licensing, under saddle licensing).
in some cases stallions recieve “approval” only, meaning they are only licensed by one verband, yeat approved by another with full eligibility for their foals to recieve pink papers as long as they fulfill required SPT/sport qualification (does matter for young stallions, as their lifetime approval includes both, completion of 30+70dt or final legitimation through sport age 4-6).
elder stallions with completed sport record usually recieve lifetime approval.
while in practice it doesen’t matter for the breeder what verband licensed while another added approval, there are distinct differences for the propper “licensing” status in some verbands.
at the westfalian late (saddle) licensing this january they “approved” many stallions from own and foreing breeds, however, only few where assigned “licensing status” and as such eligible to “take part in the indvidual westfalian breeding program” (whatever that means. i never went through the verband’s statutes to figuere out requirement and assets of their “breeding program”. didn’t matter to anybody else, either. approved is approved).
in your case the question remains if swed or dutch accept german licensing status in order to add simple approval from their side.
knowing the dutch licensing and approval process i doubt they will without the stallion having participated in the cureent dutch licensing (the only german stallion i know who did was the totilas son from the recent verden licensing).
re swed i have no idea at all.
you would have to call them both or ask for registry of your mare in hannover or any other german verband who approved finest by now (most might have him approved by now).
