I think it’s pretty telling that there’s a toe crack shown in these pics. Keeping this hoof in any sort of balance will be challenging, and those cracks into the coronary band are often painful on their own.
Can this horse be sound for some things? Sure. Will he be sound long term, or sound for serious performance events? That’s a much harder ask, and I sure wouldn’t bet the farm on it.
I’d be really curious what radiographs look like. It’s hard to imagine the bony column can line up properly, but I’m no expert.

I have certainly seen pigeon-toed horses with large asymmetries shod and working in the mountains over rough terrain for many years. The old cowboy said they are very sure-footed, but don’t ride a splay-footed horse! Go figure.
