The frozen semen list for Celle states Dauphin is “not for Canada and the USA.”
Canada uses the Verband. Just because a stallion is approved for Germany does not necessarily mean he is okayed for use in Canada, so again, this would be something to get clarified before you use him for your Canadian-based Verband-approved mares.
I have no doubt that Dauphin foals would be just fine for Canadian Warmblood or Canadian Sport Horse, however, as his SPT scores and ranking would be acceptable. A breeder using other registries would need confirm permission from their registry before they breed their mare to him.
He has good breeding values: He scores 151 for limbs - meaning he has a very high probability of passing on his legs. He scores 135 for passing on type. He scores 119 for passing on dressage ability. Very low score of 78 for jumping ability, which makes sense considering he is dressage-bred.
A note about those legs: When I look carefully at his conformation picture, he appears to be very slightly behind at the knees. With his strong propensity/probability of passing on his legs, you should make sure you use a mare with very correct legs and who is very, very strong about passing on her legs. Otherwise, he is a lovely boy.

He has a very lovely son, Don Presidente, who has no restrictions, approved Hanoverian. He scored 135.32 (2nd place) for dressage.
