I am happy to report he did get rehomed this weekend. He’s on a one week trial as we agreed to take him back if he does not work for this family but so far, so good. They own their own business so when he’s not at home with the wife, he’ll accompany the husband to work. They also have two young children which we liked as this dog adores children. They also have a dedicated fenced backyard for just the dogs with a dog door. They have 15 acres total and the extended families on both sides have large rural properties. Whether he will actually get to work from here remains to be seen as they mentioned the possibility of getting some sheep for him to work, but at least he now has many more occupied hours than he did with us. They are ACD savy and currently own an ACD mix.

It sounds like this family situation is a better option for everyone involved. You made a very thoughtful and compassionate decision to put his welfare first.
'Disciplining" him isn’t going to stop the behavior, you need to TRAIN him. Although he is a herding breed, I don’t think that’s an excuse for poor behavior, you should be able to recall him off chasing the horses. I had a chihuahua who believed she was a herding dog, and the one time she accidentally got loose and ran into the gelding field, she did successfully herd them. But it was an accident waiting to happen, so we changed the set up to ensure she NEVER got loose again. Difficult, but not impossible.
