I don’t remember exactly what the eligibility requirements are aside from being licensed in the state. As I have said before, why not ask the people who know the answers?

You can hand graze a horse at Charlestown? I didn’t see any grass there.

Yes there is if you were to walk around…you can’t even if you wanted to or there was alot of it.

Rule Rules Rules at CT…
No grazing it is not aloud, no walking horses outside of the barns, no shedrowing horses, horses must walk to and from track (if they jog as some do on there own you can be fined), no jogging backwards, no pony’s on the main track. No dumping any water outside, trailer parking only on gravel shoulders of barn area, track closes ten minutes before closing, you must sign a horse up the night before to ship in to recieving barn in morning if you don’t sign up you don’t come if you sign up and don’t come you get a 10 day ban, in slips must be personally approved by the racing secretary for every horse, stabled on the grounds you still need an in slip for a race and go, goats need a health certifacat to enter barn area then one every thirty days, only locks provided by track allowed on any rooms no locks on boxes they can and will cut them off, tatoo checks of barns every week, no beds couches or chairs that look comfortable in tack rooms, no coffe makers or microwaves, no water heating devices, fans must be hung from cieling and can only be of one type and must be inspected, no calling texting or emailing anywhere near the paddock, day passes were issued at the gate then by the stewards then by the gate and now by the racing office, trailer drivers commercial included must have badges and stickers on the vans, hay dealers must carry 1 million in insurance coverage… The list goes on and on and on…

Muleskick: Sounds like safety and security are on the top of the list…cannot see a problem with any of those rules, and that is how most tracks operate.

BTW The reason most tracks do not let horses jog in the shed is that there is usually more than one outfit in each barn, and it is not really fair to a guy whose horses are all “up” from being handwalked, or on stall rest, to have another trainer sending his horses around the usually narrow sheds, with grooms coming in and out of stalls. Every outfit would have to be on the same schedule, no blacksmiths in the center aisle, etc.

Seriously–when did you ever know a barn in which every trainer and barn employee cooperated 100%? I believe Phila. Park/Parx allows it ONLY if one trainer occupies the entire barn.

After that was explained to the members at a general membership meeting, there seemed to be a better understanding of the rule.

Jogging is not the issue here. Everybody knows better than that everywhere. What was at issue was that when Penn’s track was closed there was no WALKING. Horses couldn’t come out of their stalls at all for any exercise of any kind. Anyone caught mounted on a horse got a $500 fine and days.

I also received a ballot (as a licensed owner), along with instructions and bios on all of the candidates. In addition, I received a seperate reminder of the voting deadline.

I have been to many tracks, since when is grazing a horse a safety issue? Many tracks allow you to cool horses out outside paticulaly in the summer. Don’t know of a track where jogging is not allowed. Stall rest horses are not allowed at CT if they can’t run or breeze they must be removed. Rules are made at CT and changed everyday. There are three groups making them the racing office, security and the stewards and one seldom consults the other. Our overnites are often flooded with rule changes. Just saying!!!

What happened to Dick Hertz’ blog? It has been blank. Haven’t heard anything from him since their horse got claimed by SB…

Saw him at the track the other day. He’s alive and well and confirmed there is truth to the rumor that she went down and hung a halter on the horse PERSONALLY

On the issue of jogging in the shedrows: there are 2 empty barns and several riders were using these barns to jog, even canter the long sides. In order to control this issue, the rule of no shedrowing was brought back to llife. In several barns, there was cooperation of all trainers jogging, then making sure there was walk time for the rest. Jogging in the shedrows is simply not a safe practise. However to control it all, this had to include riding in the shedrows in any fashion.

On the issue of ballots: I am an owner, I checked with many of my owner friends — we may need to address this with the HBPA that we are not receiving these notices. It was said there was an HBPA meeting yesterday, that none of us knew about either.
If one is an Owner and not being kept up to date with proceedings, then check with the office that they have your correct contact info.

DH will post to his blog, and remove quickly. He is now suggesting that PN close for 6 weeks over winter. I disagree — although we missed a fair amount of days, this year and last – not enough to consider throwing the baby out with the bath water. We still did get a lot of winter racing, enough to continue year round – winter is winter. (IMO)

How much longer will Carlino continue to support year round racing at Penn? He’s made it clear in interviews… “Operating these tracks at a loss is not in our long-term plan. We’ll be tough and brutal about that because we have to. We’re not running a public charity.”

Clearly, Penn does not turn a profit on the racing side of things. Maryland outhandles Penn and Charles Town almost daily and Pete can’t find a way to make MD racing profitable without cutting down to 20 days - and that’s with the Preakness making lots of cash.

Again, how long before Carlino goes to a 30 day racing schedule at Penn and Charles Town??

As for Micheal Gill sueing the jockey colony at Penn National, does anyone know the name/s of the attorney’s representing the riders and how one might go about contacting them?

That’s been planned for a while now. Additionally, he was also seen over the weekend at a farm near Penn National looking to lease the place.

Did he need to have started a horse at Philly as the owner before he could claim one? Or, does Philly give an open claiming license to anyone that walks in the door and obtains an owners license?

I thought you could get an owner/open claiming license only if you hadnt been licensed in that jurisdiction for a year.

or…he may have a valid Owners Lic, and… have stalls at an approved facility/track.

Ya, I saw that claim and thought the same thing. Now, not only do we have to worry about Guerrero claiming your horse, and juicing it, we have to worry about their new shopping spree.
