That is saying that WEG and OG (Olympic Games) are CH4s which is a Championship 4. That is from the FEI rulebook. It is actually written as a table that didn’t copy/paste over well.

The 3* options exist for the “emerging countries”.

What ever…I quoted the FEI rules for the OG for London. It says run as a 4* level of difficulty. It is a shorter distance for the Olympics than most 4*…but still a 4* level of difficulty. I haven’t seen you quote any thing other than one article.
