I do not understand how any human being would not find this absolutely horrifying. It’s the stuff of nightmares, especially when we’re not talking about scooping up hardened cartel assassins, fentanyl purveyors or even misbehaving paroled felons.
No one can convince me that using tactics like this to scoop up hardworking grooms and stall muckers at the racetrack makes America a safer place.

LAPD and the Dodger organization said it was ICE. LAPD released a video of them escorting ICE down the canyon. The man in the keffiyeh scarf in that photo taken outside Dodger Stadium was filmed later that day tackling a hispanic man on the street in LA. They are ICE. They lied about being there for some completely unfathomable reason.
There is a sub-reddit for people who are trying to get jobs with ICE right now and they describe the process. They are hiring en masse at large EXPO events. Most of the men discussing applications there have tried and failed to get numerous other LEO jobs, including at DHS and BP. The training is like 8 weeks, which is less than your hairdresser has to take. It’s like a military recruitment process, not law enforcement. So I think your militia comment is not far off the mark.
Trump gave an interview Friday saying that " farmers may be able to keep employing undocumented migrant workers without fearing enforcement raids under a system in which they would take “responsibility” for them." which is um ethically and legally questionable. Then it was reversed. Now no-one knows what’s going on.. I am honestly amazed more grooms haven’t just quit and said I’m out of here, especially single guys or people with family back overseas they plan to return to some day anyway.

The “take responsibility” aspect is quite foggy and nebulous, isn’t it? So the farmer, race track trainer or show horse professional ensures that their undocumented workers stay out of trouble, don’t rely on the social welfare system and stick mostly around the work site. In other words, they’re responsible for keeping the behavior of their migrant workers in line with the refined social mores of the outside community. You know, like a dog owner. Or a… person owner.

Without badges or name tags does not mean they don’t have an id on a chain around their neck like plainclothes officers do or that there is not something identifying their agency saying “police”’”law enforcement” etc on the backs of the shirts.
If they have a badge under their shirt but they refuse to show it to anyone or identify themselves, what difference does that make?
The guys showing up wearing masks and jeans and hoodies are completely indistinguishable from flat out kidnappers.

And in situations like that you can and should call 911 to verify and have a real officer sent. I sure as hell would.
