I have no idea, but Imagination:
The horse is now in Canada - means different law.
To file claims / lawsuits in Canada costs a lot of money to be paid aforehand to the lawer.
What happens if the people just keep the horse ? She would need to file a claim and therefore needs money and a lawer - how does that work with no money and sitting in jail ?
